Jasper County has greenlit a supplemental agreement for the F-48 resurfacing project, ensuring better road conditions and management.

Jasper: The Jasper County Board of Supervisors just approved a supplemental agreement for the second phase of the Highway F-48 West resurfacing project. This happened on January 7, and it includes some extra construction administration services for about $12,600.

The project was awarded to InRoads, LLC, for over $2.5 million, which is still under the engineer’s original estimate of more than $3.3 million. The agreement was made with Snyder & Associates, a civil engineering firm.

County Engineer Michael Frietsch mentioned they’ll submit this agreement to the DOT to use farm-to-market funds. This will help them with pre-construction meetings and any design questions that might pop up.

The board approved the agreement with a unanimous 3-0 vote. Back on November 26, 2024, four bids were submitted for this project, and all came in below the estimate. The board accepted the lowest bid of $2,545,753.23 from InRoads.

Interestingly, the first phase of the F-48 West resurfacing project, which runs from Newton city limits to the South Skunk River bridge, also came in under budget when awarded to Manatt’s in 2023. That bid was about $1 million less than expected.

The second phase will stretch from the South Skunk River bridge to Iowa Highway 117 near Colfax. They’ll be using hot mix asphalt, which should really boost the road’s lifespan and overall condition.

Other bids included OMG Midwest Inc. at $2,804,529.44, Manatt’s Inc. at $2,863,452.70, and Grimes Asphalt and Paving Corporation at $2,897,970.57. Frietsch noted that the bids have been quite competitive and reasonable.

For funding, Frietsch set aside $2.5 million for the project, plus about $500,000 from a Highway Safety Improvement Program grant, another $500,000 in federal aid, and around $1.5 million in farm-to-market funds. The project is set to kick off on May 5, 2025, and should wrap up within 120 working days.

Frietsch also pointed out that this project will involve realigning the intersection of South 28th Avenue West with F-48 West, which is going to take quite a bit of work. They’ll also be reconstructing the approach paving to the railroad bridge on both sides, along with all the concrete work needed there.
